Could this be herpess so scared please help woth picture?

So since last month I noticed I have been itchy on my underwear line then one day I decices to see and seen that I had red itchy spot but then now they are fading away it's more on my inner thigh and lower on my thigh I have like 11 little bumbs I'm still a virgin I'm only 16 and IV only made out with my ex and I have a cold sore and iam sick also I'm really scared my mom said it could be fromwearin tight underwear The bumps I have don't bug me there just there they now look a tiny bit pink but still my skin color so please tell me it's nothing to bad I haven't shaved for awhile so I don't think it's that 

The picture is my thigh there just bumps no white atuff they loook like loose skin please help im so scared im a virgin

Iv compared pictures and they dont look like herpes

No, Cindy, that really does not look like herpes. And in any case, if you are not sexually active, it is not related to an STD. There are things called lipomas and they look a little like that. Lipomas are not anything to worry about. They are just growth of fat cells. Very common. Read about them here.
